George Penman originally hailed from Crossgates in Fife and was a miner before, in the 1890’s, he purchased ‘The Vaults’ public house in Cowdenbeath High Street. The Vaults was soon renamed The Masonic Arms’ but for generations was to be known to all and sundry simply as - Penman’s. Later, George also built a roller skating rink behind the Masonic Arms. This subsequently was converted into a theatre - The Empire Theatre. Geordie attracted all the big names of the day to the Empire Theatre including such luminaries as Charlie Chaplin, Will Fyfe and Harry Lauder. The Empire Theatre was later utilised as a Cinema before conversion back to a roller skating rink. Its last incarnation was as the Palais de Danse which was destroyed in a fire in the early 1970’s. George also at one time played the cornet in the Crossgates Brass Band and then became president of Cowdenbeath Brass Band. On the sporting front, he was involved with Cowdenbeath FC by 1899 when he provided cash incentives to the top scorer for the season and to the best attended at training. He was one of five publicans who were members of the original Board of Directors of Cowdenbeath FC when the club was converted into a Limited Company in 1905.

In December of that same year, Joseph Parker (secretary of Cowdenbeath FC), at the behest of George Penman, invited representatives of 21 clubs from the counties of Fife, Stirlingshire, Clackmannan, Linlithgowshire and Edinburgh to a meeting at the Union Hotel, Dunfermline, on Saturday 23 December 1905, to consider the inauguration of a competition on cup tie lines to be begun in the month of February. George Penman was of the opinion that such a competition would be a great stimulus to the game towards the latter part of the season and he was prepared to provide a trophy for competition. Seventeen clubs attended the meeting which saw the formation of the Penman Trophy Football Association, It was agreed that the AGM should be held each year in the Masonic Arms with all other meetings in Edinburgh (usually in the ‘Sons of Temperance’ Hall or Buchanan’s Hotel in the High Street). An annual subscription of 5/- was agreed upon. George Penman was also keen that the final each year should be played at North End Park, Cowdenbeath but this rule was not formally adopted. The Association’s rules were subsequently endorsed by the SFA and 19 teams entered for the first year of competition Alloa Athletic, Bathgate, Bo’ness, Broxburn, Broxburn Athletic, Broxburn Shamrock, Cowdenbeath, Dunfermline Athletic, East Fife, East Stirling, Edinburgh Adventurers, Falkirk Amateurs, Hearts of Beath, King’s Park, Kirkcaldy United, Lochgelly United, Raith Rovers, St Bernard’s and Stenhousemuir. West Calder and Berwick Rangers’ applications for membership were rejected. Elected office bearers of the Association were George Penman - hon. President, Dan MacKay (Alloa Athletic) - President, D.A. Whyte (Raith Rovers) - vice President, and Joseph Parker (Cowdenbeath) - secretary/treasurer.
Raith Rovers became the first winners of the Penman Cup when they defeated Alloa at North End Park on 12th May 1906. For several years the competition flourished. In 1917, when many of the clubs in the Penman Association were dormant due to the War, the competition continued with the addition of clubs from Perthshire and Angus. By then George had resigned as a Cowdenbeath director after a dispute due to rivalry with the other publican directors. In 1913, his son was involved in a court case versus Cowdenbeath FC which ultimately led to Cowdenbeath losing their tenancy of North End Park in 1917. George was the founder of a dynasty which was to become renowned in the Fife licensed trade and was also Provost of Cowdenbeath between 1917 and 1920 (causing a good deal of controversy by acquiring a captured German howitzer for display in Cowdenbeath when many locally wished to forget the carnage of the recently concluded ‘Great War’). Two events in 1926, however, had a serious adverse impact on the competition. Firstly, the General Strike left the tournament unfinished by the close of season and secondly, George Penman, now proprietor of the Dunnikier Arms Hotel, Kirkcaldy, died on 20th June. Geordie Penman was laid to rest at Beath Cemetery, Cowdenbeath. Subsequently, George Street in Cowdenbeath was named in his memory.
The competition now fell into some disarray. The 1926 final was not played until 22 August 1928 when Alloa defeated Raith Rovers 2-0 at Stark’s Park. After the final whistle, the Alloa players gathered enthusiastically for the presentation ceremony. It was then discovered that the Cup was missing and no-one knew its whereabouts. Some time later it was found locked in a cupboard at Muirton Park, Perth.
The tournament thereafter carried on in a somewhat shambolic fashion and the competition was rarely played to a conclusion. After the War, matters improved slightly but after East Fife won the 1962 competition in October of that year the 1962-63 tournament was abandoned. The end of the road had come for this venerable competition.

The trophy was then handed over to the Fife Secondary Juvenile FA for annual competition between the respective winners of the East and West Fife Juvenile Leagues.

The trophy itself, which sits on a wooden base, is sculpted in silver with a front panel which reads: “Presented by Councillor George Penman of Cowdenbeath to the Penman Trophy Football Association in December 1905”. The reverse of the Cup has a panel with the winners engraved thereon from the initial competition up until St Johnstone in 1925. Season 1918-19 is engraved as no competition’ whilst season 1922-23 stated ‘competition suspended’. The reverse panel was full by 1925 and the only additional winners actually engraved on the Cup are Stirling Albion 1950, Stenhousemuir 1954, Dunfermline Athletic 1960 and East Fife 1962. These names are squeezed in just below the rim of the Cup above the ornate designs that cover most of the Cup’s surface. On top of the Cup is a lid adorned with a mustachioed, knickerbocker- clad, Victorian style footballer figure standing poised to kick the ball at his feet.
Other names on the Cup show that it still was being used for competition at youth level. These engravings are again squeezed onto the body of the Cup below the rim and on the foot of the trophy just above the base. These named engraved on the trophy outwith senior circles are : 1973-74 Riverside Boys Club, 1975-76 Leven Royals, 1978-79 Leven Royals, 1979-80 Leven Royals, 1980-81 Glenrothes Strollers, 1981-82 Comrie Colts, 1982-83 Leven Royals, 1983-84 Cowdenbeath Central, 1984-85 Cowdenbeath Royals, 1986-87 Leven Royals, 1989-90 Castlebridge Colts and 1992-93 Balgonie Colts.
